Recently approved Ordinances (Butte County, CA Ord. # 4201, Chico City, CA Ord. # 2561, and Oroville City, CA Ord. # 1842) Banning Needle Exchanges. Many other cities and counties within California, Washington State, Indiana, New Jersey, etc. have done the same. West Virginia also has a new Needle Exchange law (WV SB 334) that regulates needle exchanges requiring “one for one” exchange, a state ID for all recipients of needles, distributor logo/label on each needle given out, and harsh penalties (up to $10,000) for distributors that violate the regulations.
