Hazelwood Resident Peggy Hannah is appealing the new jail after she discovered Town Planner Elizabeth Teage is forcing the illegal zoning of a corrections facility in Hazelwood which is a "Government Services" zoning district. She claims its not really a jail because the incarceration is short term.
