The Swine Flu Vaccine caused over 2000 cases of Guillain Barre' Syndrome in 1976 and brought the Vaccine makers to their knees with lawsuits. So instead of making the vaccines safer they lobbied for legal immunity and finally got it in 1986, so vaccine injured people are unable to sue the company.
